Create Documentation for adding new Azure Managed Identities for GitHub workflows

Create documentation on steps involved in adding a managed identity/service principal secret to be used by Radius workflows, including any corresponding documentation that should be added whenever a new managed identity/credential is added. The documentation should also include information on when to use service principal secret over managed identity, as it is recommended to use managed identities.
