Follow up on this PR: #163

Chain extension must be removed from testnet and replaced with the pop-chain-extension crate. Before working on this PR, versioning issue for the extension crate must be resolved first: #180

Note: This PR will be a part of the testnet migration to prepare for the pop-api release on testnet
