Fix for CVE-2025-58183

Update the project to build with Go 1.24 and align related tooling and container image versions.

Build:

  • Bump Go language version and toolchain in go.mod from 1.23 to 1.24.8.
  • Update the builder Docker image to use the Go 1.24 base image.
