Make PyCall an optional dependency

PyCall sometimes leads to some hiccups because julia can't find the python path etc. Also, PyCall is I think only needed for the pyndl part, so it would probably be good to make it an optional dependency. For most users this would not be a problem at all, since the pyndl code is not used in most use cases
