[Feature Request] Add support for IS31FL3729

Description

At the time I've order assembly at JLCPCB, there was only IS31FL3729 on stock. So I did choosing this one and now I've realize it a bad decision since this one not supported yet.

On the datasheet, the chip seemly complicated than other. Since it have 2 matrix mode, first is 16x8 (single color) and second is 15x9 (single color and RGB). If anyone can help for support, I can do testing for it if needed.
