Feature description

Add the 'Project Home' folder as a possible location for function-files.

This would make a qgis project-file more portable and more easily shareable. Functions and expressions would not go missing

The current the location on windows is:
C:\Users<your username>\AppData\Roaming\QGIS\QGIS3\profiles\default\python\expressions
However if you are using another profile then default would be swapped out.

Another option would be to a a menu option to copy a .py file shown in the browser to the above location.
