Incorrect translation is used when installing on Windows

OS: Microsoft Windows 11 Home 22H2 x64 (10.0.22621)

What is the problem?

When installing qBittorrent on Microsoft Windows with Ukrainian set as system language, it uses Russian localisation.

Steps to reproduce

1. Set system language to Ukrainian;
2. Run the installer.

Additional context

On this screenshot the "Previous installation found" message is shown. It is fully in Ukrainian.

On this screenshot, only the buttons "Так" ("Yes") and "Ні" ("No") on the "Cancel installation?" window are in Ukrainian. All the other text is in Russian.

And on this screenshot, all the text is in Russian. I remind you: the system language is set to Ukrainian, so it should show either Ukrainian, or, in the absence of it, English.
