not the $HOME folder, but the folder you started houdini from

if you go shelves "save shelf set..." and have $HOME in your browser path, the variable won't get expanded, instead a $HOME/... folder will be created in the folder you launched houdini from (e.g. a folder structure $HOME/houdini16.0/toolbar/ )
