Add Vulkan Delegate Benchmarks for Llama 3.2 (1B and 3B) and MobileNet

Context

As title. Add continuous benchmarks for Vulkan delegated models. Currently I would like to target the following models:

• Llama 3.2 1B and 3B
• MobileNet
