Job filtering by country

Right now it's only possible to filter jobs by location. A filter by country would be much more relevant.

We are also starting to get lots of duplicate location entries in the filter, which makes it less usable.

It would seem there must be some sort of city/(state|province)/country normalization code out there. Unfortunately, "normalize" has specific connotations in both the database and diplomatic worlds, and I can't think of a decent synonym, so my Google searches so far have been less than helpful. I know there is full address normalization capability on websites like USPS.com, so what we need must be out there, somewhere.

Perhaps we could use django-cities-light or django-countries instead of "city, state, country" text fields.

Filter by country would definitely be helpful from my perspective, as a user in London.

I would worry that replacing the location filter with a country filter might degrade the experience for American users. Perhaps to keep everyone happy it needs filter by country (mandatory) and filter by city (optional)?

Unless we get to the point where there are hundreds of active jobs, I think
even in the US, filter by state would be preferable to filter by city. I
live in the Chicago area. While the bulk of jobs are in the city of
Chicago, there are plenty more in the surrounding suburbs.
