After the long build time issue (ref) being resolved, zipping (one of the final processes of make html) always ends up an error in GitHub action. make text has no such issue (no zipping process I guess) and I can't reproduce the issue on my Mac.

See python/docsbuild-scripts#186, this is probably a problem with zip
