Scheduling - test server framework

We should plan a 3.x-release that takes more care about scheduling, multi-user support. One requirement for this is know test servers with more than one (probably three) test users. There exists some test code already, but it's always been a problem finding those three test accounts. However, some of the docker containers have multi-user support

12 hours estimate on creating multiple users on all servers supporting it, and telling the tests to use those.

Configuring users and things like that on the ephemeral docker services was quite a pain, I spent several days setting up those docker containers in the first place. However, most of the hard work is already done - it's just to recollect how those users were set up and add more users.

Finding some neat way to propagate the information on the extra user credentials to the test framework may also be challenging.
