Description
Today, 3.9 deadsnakes debug builds on GitHub Actions for pybind11 started failing with ModuleNotFoundError: No module named '_sysconfigdata_d_linux_x86_64-linux-gnu'. Setting
SETUPTOOLS_USE_DISTUTILS=stdlib` fixes it.

Expected behavior
It should be possible to use setuptools and sysconfig on Python 3.9 debug builds! :)
