If you are interested in producing a PR that would be welcome. Otherwise it will probably have to wait for someone with an interest in addressing this to look into it further. (Note that it's not as simple as just putting the config file somewhere else, as that will have backward compatibility issues). |

Description
I've installed python from Microsoft Store. When I want to change my pypi source with command 'pip install -i https://mirrors.ustc.edu.cn/pypi/web/simple pip -U' and 'pip config set global.index-url https://mirrors.ustc.edu.cn/pypi/web/simple', I got an error. After reading the message, I realize that it because of 'WindowsApps'(Microsoft Store installation path) need to access as SYSTEM permission. Although I try to run this command as Administrator, it still doesn't work. I think we should move pip.ini into another place where can access with user permission.
