Add Python 3.12-dev to Github actions

### Current problem

We do not test 3.12 in the CI yet.

### Desired solution

Add 3.12-dev when github actions are up to date and the 3.12 first beta is released. [The first beta release](https://peps.python.org/pep-0693/) is expected on `2023-05-08` so we'll need to wait a bit.
