Xarray Discussions norms

Hi from the xarray team! We've started using GitHub Discussions so folks can get help with using xarray, and we can understand where we can improve the library.

Along with our Code of Conduct, we have some norms specific to GitHub Discussions:

• Questions need to include a copy-pastable example. A question with only a description of the problem generally requires some back & forth and that takes significantly more work from both sides, particularly in an asynchronous discussion.
• Please create the data within the example; don't include a link to data files.

• We welcome answers from the broader community, just as we welcome contributions to the library itself.
