Looks like indeed we've found a bug. A couple, I think:

First, the error Behind of origin by 1 commits in local checkout of scratch/registry, committing would cause issues. — if encountered, we should probably just do a quick git pull --autostash instead of bailing out. The reason that error occurred is because more than one job ran simultaneously targeting the registry repository.

Second, if we fail to commit metadata after we've already uploaded a tarball, we should delete the tarball. The metadata and storage should not get out of sync.

For now I'll delete the tarball and we can run this again.
