This is more of a pulse check/RFC from the other maintainers. Using a src directory has been the standard advice for package structure [1][2] for quite a while for proper test encapsulation. This PR proposes we move Requests to follow suit.

I don't think we have anything requiring this move beyond providing a better example since Requests is still cited as an example for projects (despite being relatively out of date from community standards).
