When the API comes up or is in the middle of sending data, the page looks odd. Parts of it are missing.
To Replicate:

Using Chrome
Open the Developer Tools->Network
click on the No Throttle dropdown and set the site to a very slow speed
Hard Reload the page.
Note that the parts of the page render and not the whole thing or a loading mask.
