Beacon node: how to unregister validators in db

The current validator registration for mev-boost is stored in DB, which means when a validator register with enabled-builder:true and then restarts the validator client with enabled-builder:false, the beacon DB would still persist the validator registration as true. Some solutions are currently considered, such as deleting the registrations after some TTL. The solutions need to be carefully thought through
