Summary

Review current tuning for block cut time, gas capacity, and transaction size limits.

Problem Definition

It has been a while since our last chain tuning review and it makes sense to evaluate the current limits and adjust according to how the system performs. Changes like #1822 will impact the performance of the system. Along with the upgrades in SDK 0.50 there may be more capacity available which the current limits can be raised to account for.

Proposal

Perform testing of the protocol using high transaction loads of low, medium, and high complexity with raised limits to determine if the current block gas and size limits should be adjusted.
