This feature support starting to transition from classic to native histograms for latency measurements.
Note that this does not stop showing classic metrics, for now it is up to the scrape config to decide whether to keep those.
For that end I needed to add Default buckets where the classic buckets weren't already defined, otherwise there would be no classic buckets.
