Problem

ota-requestor-app does not currently send these commands.

Proposed Solution

  • Send ApplyUpdateRequest after downloading the image
  • Send NotifyUpdateApplied soon after ApplyUpdateRequestResponse (for the linux app, image application should be a no-op)

The ApplyUpdateRequest part is addressed in #13210
