[TC-ACE-1.4] Add MACL precondition check

Test issue(s)

I added ones for the basic composition and conformance as well as ACE-2.*, but did not add this for ACE-1.4. This should be added. See https://github.com/CHIP-Specifications/chip-test-plans/blob/master/src/AccessControlEnforcement.adoc#tc-ace-1-4-targets.

As we've now cut for SVE, I'm going to pass this work off to the TT responsible for this feature.
