[OPSTATE] Review OpState tests for potential race conditions

The test plans and scripts need to be reviewed for potential race conditions related to events and reports.

1. Review spec for potential ambiguity regarding transitions between states and associated events and reports.
2. Review test plan for potential race conditions inherent between steps. Plans should account for timing discrepancies or drift between the DUT and TH. Plans should account for actual DUT timing (time remaining) and should account for expected events or reports according to DUT expected behavior.
3. Review scripts to account for potential race conditions and account for timing differences. Event and/or report buffers should be cleared at appropriate times.
