PICS XML files for examples

Test issue(s)

If we could find a way to separate out the device element pics from the other stuff, then we could generate these pics files from the device using rene's tool. There's a BUNCH of thought that needs to go into how we do this, but the current system is GOING to bite us hard and soon.

Problems that need to be addressed

• can we keep a copy of the pics xml in the sdk
• how do we keep the unfilled pics xml up to date with the development AND with the test plans
• combining the manual and device element pics
