The main goal of this change is to cap HD bonus on extra-low AR maps. So AR-35 +HD won't be worth absurd amount of pp anymore.
Also, for very low AR normal HD now awards more pp than "always-visible-HD" and Traceable
To avoid Oshama Scramble EZHDHT being buffed because of this - HD bonus was decreased for slideraim

This makes absolutely 0 sense to me. How are sliders with HD twice easier to play?

Because you can see the whole slider as with NM in the most cases (it's fading as you aim it, but it's not even visible on most actually hard sliders, as they're too fast to even notice this). The only case where it makes sense is very long sliders, but those are already giving 0 pp.
The meaning of this change is nerfing one of the main EZ abuse maps - Oshama Scramble EZHDHT, so you can increase global HD bonus for AR0

This change makes sense as a whole (as I explained earlier)
But I won't bother making it if not this one map, as it makes too small difference (slidermaps are barely played, let alone with HD)
This map is pretty much the only bottleneck why HD aim multiplier for low AR can't be increased as it should
