Is your feature request related to a problem? Please describe.
I would like to see chain tolerances in prometheus. Maybe other stats like active chain ect.

Describe the solution you'd like
I think there are several ways we could get this data, but because tolerance is in some ways related to chain health it could be convenient to put it here in health check. Would make it nice for any node runners that wanted to run this too since we deprecated NN.

Describe alternatives you've considered
I could see us putting this in a dedicated global values check in a metrics cluster and sending the value to prometheus.
