the default quarterly is sensibly conservative, but it should be easier to (permanently) change that to something else, i.e. by setting a paramter in ploy.conf

You mean like the existing ploy_jail_host_pkg_repository_kind in bsdploy/roles/jails_host/defaults/main.yml?

I'd say we just need better documentation.
