I am not sure if this is something intrinsic to LG's OS, or if it is something that can be controlled in the Plex app specifically. We have been having internet unreliability, which seems like a great time to have a local media server. I have enabled unsecured local connections, and once the app is loaded on the TV, the internet can drop without affecting my playback. However, if I try to open the Plex app when the internet is down, I receive an error message at the loading splash screen that there is no connection.
