TiDB fails when TiProxy wants to migrate sessions from it.

2. What did you expect to see? (Required)

Migration fails and TiProxy continues to run.

3. What did you see instead (Required)

TiProxy panics on https://github.com/pingcap/tiproxy/blob/main/pkg/proxy/backend/cmd_processor_query.go#L43

4. What is your version? (Required)
