Support compatibility check with TiDB and TiKV

Is your feature request related to a problem? Please describe:

For now, TiCDC is incompatible with some features such as tidb clustered index and tikv hibernate region.
We may need a way to check whether those features were enabled at some points in time and throw out some errors to warning users or stop change feeds.

Describe the feature you'd like:

Features could be detected by reading the configs of tidb and tikv which both of them support to fetch current configs through HTTP API. So we could check compatibility through those HTTP APIs after rolling update of a cluster.
