Add remote storage cache config.

What problem does this PR solve?

Issue Number: close #6827

What is changed and how it works?

Add new configurations:

• storage.remote.cache.dtfile_level: 100 # dtfile cache level, value range 0 ~ 100
• storage.remote.cache.dir: /data1/cache # cache directory
• storage.remote.cache.capacity: 1000000000 #(bytes) # cache capacity
• storage.remote.cache.delta_rate: 0.3 # the cache cap rate of delta. The rest is cache cap of stable data(i.e. dtfile), value range 0.1 ~ 1.0

Others:

• Stable cache directory = {storage.remote.cache.dir}/stable
• Delta cache directory = {storage.remote.cache.dir}/delta
