Make auto-analyze executes on certain hours in a day.

Some application doesn't want auto-analyze to be executed in the hours when the cluster is busy, we need to provide an option to only execute auto-analyze in idle hours.

We also need to consider that the stats of small tables may become out-of-date quickly, we should disregard the option and analyze them in time.
