Enhancement

It seems after we merged #39684, we don't use DependencyID. So we also can remove i\l'9;loio0;'-t related functions IsDependentOn, hasDependentSchema and hasDependentTableForExchangePartition.

Removing this may cause incompatibility issues when rolling from < v6.2. Cannot be deleted for the time being.
