Feature Request

Is your feature request related to a problem? Please describe:
NA

Describe the feature you'd like:
[show stats_meta] command shows stats_meta data which is persisted from delta data. The current approach to dump delta data to stats_meta when the below conditions are meet.

  1. modified data/count data > 1/10000
  2. Every 20 * stats-lease

Requirement:

  1. Change 10000 as configurable. User is able to adjust this value as their requirement.
  2. refresh delta -> Dump the data to table using one query. User is able to control the refreshment of delta data.

Describe alternatives you've considered:
N/A

Teachability, Documentation, Adoption, Migration Strategy:
Users sometime want to get rough count of one table while count is little heavy if the table is large. This feature helps them to fetch the count easily like aurora.
