It can be time-consuming when downloading partition table statistics due to it include both global stats and partitions stats which is descred in pingcap/tidb#37977

We solved this problem by supporting a param for this api to decide whether download partitions stats for partition table by dumpPartitionStats in pingcap/tidb#38190

We need dashboard to provide an option for user to decide whether downloading partition stats for partition table.
