[Bug]: `:ref:` not working properly in bold text

Summary

:ref: does not seem to work well within bold text (**). See this PR for an example and temporary fix.

Code snippet that reproduces the problem

**Enable :ref:`freedom <vmp-faq-mission-question1>`, :ref:`interconnection <vmp-faq-mission-question2>`, and collaboration through sustainable, world-class, open content management software.**

Expected output

All properly bold text, including :ref: sections.

As far as I know, nested formatting is not supported in reStructuredText.

If I test a part of your snippet using Sphinx, I get this as output:

<p><strong>Enable :ref:`freedom &lt;vmp-faq-mission-question1&gt;`</strong></p>

Yes, as far as I know it is supported in markdown but not in rest
