center control panels in negative space #146

Related to code review #143.

Here's where the control panels are currently located, with tiny little margins around the dev bounds, and lots of space between the graph:

In combination with #145 (moving the bucket), horizontally centering the panels in the negative space would look more balanced. Something like this:
