Extend dashboard/plugins

What is the way to go if you want to extend the dashboard?

Say you want a new section and/or a new sub-section for an existing section.

Bonus points if you are able to update the core dashboard without having to re-implement the added stuff. Say, if only a config file update (or maybe use of interfaces) is needed for the core dashboard to pick up the extended stuff.
