Add a registry in JSON (or some machine readable form) for Substrate builders to claim SS58 prefixes. The registry should be machine readable to:

Automate code generation
Ease wallet integration
Render a human readable table on the Polkadot Wiki for an easy parachain reference (SLIP-44 example)
