Process configuration feature is not used and could be removed

The "process configuration" (Process.json) feature is not used by any of our repositories and could be removed.

At the moment the application ends up doing useless API calls to fetch the contents of a configuration which is not used. The extra criteria based on process configuration overall adds complexity for no value and makes the "approvals failed" message more difficult to parse because it explains an extra criterion that no one uses or cares about.

Even though the feature might sound useful for flexibility's sake, I believe we'd rather have CODEOWNERS rules, which is natively integrated into Github, rather than a Process.json file which only clutters the repositories and this bot's code.
