This PR adds support for the fmt.configPath configuration to the language server, allowing users to specify a custom path to the oxfmt configuration file instead of using the default .oxfmtrc.json in the workspace root.
- Adds a new
config_pathfield to the formatter options - Refactors the
normalize_pathutility function to be shared between modules - Updates the formatter to accept and use the custom config path
