Incorrect behaviour for on receiving a message with reply_markup & selective=true

The issue #379 is close because @overtake have fixed it but the problem is still there.
There is no pull request attached.
I see in the issue #379 that @m1kola has the same problem.

"I checked and can confirm that when a bot sends a message with ReplyKeyboardMarkup, ReplyKeyboardRemove or ForceReply mentioning a user and setting selective to true the MacOS client behaves differently to iOS clients and to what described in the documentation for these reply markups."

The bug is still here. Also, reply will be triggered every time you visit any chat with forcereply message in the past, even if you replied already or cancelled it. Very annoying bug.

Can confirm that this bug still happens with the latest app version. Seems exclusive to the macOS client.
