CLI exe is unable to execute in GitHub Actions' shell with an option value containing a whitespace

Hi all,

I have a simple CLI executable running in GitHub Actions which prints a dictionary of given parameter name and string value pairs:
Example command: ./simple-runner.exe --param one=alpha --param two="bravo charlie"
Expected response: {'one': 'alpha', 'two': 'bravo charlie'}

The exe should correctly process a string containing whitespaces.

However, when executing the CLI in an Actions workflow, it somehow splits at the whitespace between bravo and charlie ignoring the quotation marks:
Executing: D:\a\_temp/downloads/simple-runner.exe --param one=alpha --param two="bravo charlie"

I've tried running the CLI exe locally on cmd, powershell and bash yet it runs just fine giving the expected response.
Could this be a bug with the Actions shell or am I missing something?

I also included the CLI source code(built with pyinstaller) in my repo for reference.
