Delete branch restrictions not applying when using the new Ruleset protection

My repo setting allows head branch deletion when PR is merged

I have also a Ruleset restriction that branches with certain names should not be deleted -

However I see the behavior that when merging from staging to preview using a PR and also using a non-bypass right user, the staging branch is getting deleted.
