This discussion has been open since 2021 but no one from GitHub/Microsoft seems to have paid attention to it.
TL;DR It's impossible on GitHub to merge a PR without a merge commit. The only option is to "Rebase and Merge", but instead of a normal rebase where, if the branch to be rebased is already an extention of the branch you're rebasing on, just the branch pointer is moved, GitHub always duplicates commits onto the target branch.
Both options are terrible and fast-forward merge is such a standard Git feature that nobody understands why it's not supported.
Please implement!!
