Certificate API enable in sunbird RC

Hi team ,
I am on it to setup sunbird RC in local .
Every thing working fine till creating teacher and student scheme and all API is working . here
But I want to attach certificate after creating entity or teacher and student .How can I do that .
How to enable certificate API in sunbird RC

While creating the schema we are getting error
"status":"UNSUCCESSFUL","errmsg":"User is not allowed to perform the operation on this entity"

@tejash-jl After adding the admin role to the user we still get 401 unauthorize error while creating schema.
