When PC is suspended during a transmission, it should be stopped not paused

Most of the time, I use Sunshine with Steam Big Picture (as a high percentage of users do). When I finish using it, I set system to suspension (from Big Picture menu). When I access the PC again, I can see Sunshine has a paused transmission.

On suspend, the transmission should be stopped instead of paused. When you suspend the system, you are not going to use it for a while. Also, I can't connect to Sunshine with another device after if it has a paused transmission.

Wasn't sure if this was the same as my request so I created #893 , have included some detail / options there as well as workarounds.
