This issue is to mimic the behaviour of OLM v0 in OCP. In OLM v0, admins can override the proxy settings for an operator inherited from cluster through "Subscription" API. OLMv1 needs to allow the same, through BundleDeployments.

We will most likely solve this with templating and the ability to retrieve data from in-cluster objects for use in templates.
